Often the sponsor is self-employed. The lender still wants statements, tax filings, and a property that carries. Start with the self-employed page if the asset is a house; start here if the asset is commercial.

Is CMHC MLI the same as a house insurance premium?

No. Multi-unit / MLI products are a separate CMHC stream for rental buildings. They are not the 5%-down purchase insurance on a bungalow. We will only raise MLI when the building type belongs there.
